ungovernability to floods

official negligence to floods

official management of national waters is a disaster due to the incompetence, negligence and corruption of government on duty. This has returned to show them to the recent flooding in the Valley of Mexico. But in the capital and the country, governments continue with a foolish policy of water privatization. We demand the cancellation of all contracts and concessions to multinationals.

criminal negligence

Rains "off season" that hit the Valley of Mexico, and states of Hidalgo and Michoacan, days 2, 3 and 4 February, exposed the network of complicity which maintained right-wing neo-liberal and neo-liberal "modern left."

In those days there were constant rains both in the northwest of the city, and in suburbs, such as Ecatepec, Nezahualcoyotl, and Chalco, State of Mexico (Edomex). The human losses were more substantial Angangeo, Michoacan, where they have over 30 dead. The dam

Forest, the National Water Commission (Conagua, CNA) killed three workers and one more base was seriously injured by being forced by the authorities, with all the bad weather and high risk implied, to perform risky maneuvers to place a screen in the intake and prevent plugged with trash. The four employees of the CNA, he never refused to perform the dangerous job but argued that
lacked the elements to have the minimum security. Even so were forced to undertake the work to lose their lives.

The three levels of government knew about the contingency
It existed
negligence in all cases because the three levels of government [federal, state, municipal and Federal District Government itself (GDF)] knew about the contingency for bad weather. It is true that rainfall was atypical but it is also true, that were higher than those found in summer. What happened was a complete and absurd lack of communication between the agencies involved.
neglect and poor communication cost material damage to the homes of over one hundred thousand inhabitants of the valley of Mexico. Is likely to recover property damage but long term human lives will be unrecoverable.

Angangeo, Michoacan, is a village razed by the fury of nature but also by the negligence of not stopping the destruction of forested areas and the effects of mining.

data and data will come but no one is guilty

But no one takes responsibility for the flooding in some areas were over 2 meters high. Calderon is guilty at first instance because, due to the extinction of Luz y Fuerza del Centro (LFC), the day of the facts, there was no electric power to move the electric gates. Contractors of the Commission Federal de Electricidad (CFE) did not respond and could not restore the service time electric power.

After the catastrophe, the ANC and its director, Lose Luis Luege Tamargo, blamed Marcelo Ebrard, head of GDF, and the director of the Water System of the Federal District. These, in turn, twisty pointing out that the warnings of the CNA by heavy rains never arrived with the precision and with adequate time to take preventive measures.

drainage of the city and suburbs
Mexico City and its suburbs use three main systems of rainwater evacuation:
1. Deep drainage with 17.3 million m3 per day with their interceptors
2. The Grand Canal with 3.5 million m3 per day
3. The issuer West with 2.6 million m3 per day
This makes a total of 23.4 million m3 per day but, according to Conagua, is only 14.3 million m3 per day. Luege

and Calderon repeatedly insist that deep drainage can collapse. But what collapsed was the whole drainage network of the city by his absurd political war against Ebrard, who also is believed by 2012 presidential candidate.

businesses before and after the tragedy

In November 2009, Luege in reunion with Marcelo Ebrard and Enrique Pena Nieto, governor of the State of Mexico, had agreed that more than 120 million pesos for the construction of the issuer east, one of the most costly and more inflated figures in the federal government, would be used for maintenance of rivers and shallow canals of the city and the metropolitan area.

So, would be rehabilitated the Grand Canal, the Rio de Los Remedios, the Rio de La Compania and other more important and that the work of the tear in mid November. Question: When work was carried out, where are the 120 million dollars invested? We demand clear accounts of his wrongdoing!
In Tabasco, in May 2009 as the Herald announced Tabasco day 14, the Secretary of Public Function detect a diversion of resources for more than 75 million pesos in the execution of protection works, referred to in the Comprehensive Water Plan. The state director of the Conagua, Komukai Celin Omar Puga, I accept the irregularities and pledged to address them to avoid administrative responsibilities and criminal character.

According to the document of more than 800 sheets, held by the Heraldo de Tabasco, corruption and irregularities observed in the public works of the following records: SGIH-OCFS-TAB-08-035-FN-D, and The company involved is CM Gulf with fraud over 2 million pesos, the company Armadora Tabasco is involved in a fraud of more than 4 ½ million dollars to the record SGIH-OCFS-TAB-08-036-FN-D, and the company linked to the file Napoleon SGIH-OCFS- TAB-08-033-FN-D you have to clarify the comments in an amount exceeding 21 million pesos. Here are some examples of equipment that protects Luege.
The administration of the ANC has brought people from different states of the Republic to place at strategic points. Such is the case of the director of the agency's technical direction Cuenca del Valle de Mexico, Martin Ortiz Montes, who boasts of cronyism with Jose Luis Luege, who brought it to Chiapas.

A river fishing in troubled

The population is tired of that, "fishing in troubled river" since, have demonstrated the ability of right-wing neo-liberals to do business with the public treasury is notorious. Moreover, in every misfortune come afloat fraud and unfinished work.

Investigate Luege close relationship with the company maintains Sub Marelher, SA de CV, a provider Conagua constant, since, before becoming director of this was strong promoter of the company, which, in turn, "won" several bids for the installation of "concrete wall hangings."
are already many dead and several floods like Tabasco. There are now many errors, such as subejercicios budget. Only in 2009 was 1.800 billion pesos invested in investment projects, with a budget of 8,640.9 million pesos. That is, only exerted 20%. Additionally, there are many blunders in the management of black people say that politics is "wool and power." How long put up with it as director of the Conagua?

Over 20 years dismantling the National Water Sector

Junto a esa política de deterioro y desmantelamiento, disminuye la plantilla laboral de trabajadores sindicalizados, se escatiman recursos económicos para el mantenimiento preventivo y correctivo que como consecuencia trae flooding, reduced or denied employment benefits and social workers base, staff are recruited through out-sourcing outside the law to avoid paying their employee benefits, covering internships, temporary contracts or fees for 3 or 6 months, in some cases up to one year, giving to the institution the same day you go to work, and are denied essential tools for development work.

water services in the City leased to transnational

In the city of Mexico is expected that contracts with multinational water companies, which expired in May 2009 not endorsed because it did not materialize the promises made by corporations.

Floods continue, the shortage of drinking water is constant, no one can deny that the least interest to these companies is the provision of good service, which their owners are looking for easy profit without investing a single dollar, and which are becoming more and hydraulic infrastructure that exists today in this strategic sector.

The consequences in terms of work are in the movement of skilled labor and the attack on the working material, ie, a frontal attack on workers.

Marcelo Ebrard, "modern left", is jointly responsible for the flood of February 4 because, having signed new contracts with the multinationals Veolia (Proactive Environment), Suez (Bal-Ondeo) French capital and Bechtel gringa, supports a range of work is not completed by these companies that in any moderately democratic country, and had been classified as fraud that hurt the people of Mexico City and had been given legal tender for that: either return the money or do good work, or jail for noncompliance.

return, in 2010, the GDF increase rates for water service, but still giving them a higher profit margin for companies foreign service will follow the terrible, the tandem and the poor quality of drinking water. Given this scenario
black workers and general population demand the cancellation of all contracts awarded by governments to private companies. We should not tolerate that we are required to timely payment of water and other services when it is received, it is not just drinking water and good services.

is necessary that the work of dredging, maintenance of water mains and all other service workers return to the Water System of Mexico City, because, on one hand we have the private companies charging a fortune for bad and realized how bad work and on the other hand, there are unemployed workers who do not have to do because they have been displaced by anyone other than the institutions. ADVANCE THE VICTORY AGAINST DAMS IN MEXICO

VII MEETING OF THE VICTORIES

PROGRESS OF THE FIGHT AGAINST DAMS IN MEXICO

5 to 7 February 2010 was carried out in the community of Paso de Reina, Oaxaca, Mexico Seventh Meeting of the Mexican Movement of People Affected by Dams and in Defense of Rivers (MAPDER). The United Peoples Council for the Defense of the Green River (COPUDEVER), La Ventana, educational, and Human Rights Center Nu'u Kandii Ji, hosted indigenous organizations rural, social, networks, researchers and other allies in the struggle against dams in the country. Over 300 people came together in this community that is intended to be displaced by the construction of the Hydroelectric Project Step Queen of the Federal Electricity Commission (CFE).

At this meeting we share the struggles of resistance against dams in Mexico as a step in the struggles of MAPDER. In addition to many international solidarity and the presence of important allies, the resistance came from Jalisco, Colima, Guerrero, Oaxaca, Chiapas, Veracruz and Mexico City. Among the experiences that were shared fellow Yesca Dam, which will largest dam in the country and their kind, and where the peasants who resist have noticed the damages, of unfulfilled promises by the CFE. The same case on the Cerro de Oro dam between Oaxaca and Veracruz that after decades still fighting for fair compensation to the suffering and dispossession experienced by the construction of this project. On the other hand it was announced on the claims of the CFE to build more dams in Chiapas including hydroelectric project Tenosique before Boca del Cerro, 2012, and is part of a network of dams on the Usumacinta River. There are also 4 other projects in Chiapas, including the reactivation of the dam Itzantún and for which peers of this resistance shared their struggle for years managed the project's cancellation. In the case of Colima also shared the problem of the damaged around the mangroves, the gasifiers and the prey El Naranjo. We could not miss putting on the table and refer to the situation of prisoners in Brazil and the example of the MAB fight.

The encentro celebrated the fight and victory against the dam Archdeacon in the state of Jalisco and the relentless struggle of Mrs. Guadalupe Lara. Also celebrated the victory in the fight against Parota Dam in Guerrero state under the banner of CEPA. But we also assume that the fight will overcome the attempts to build the dam Zapotillo Dam in Jalisco and Oaxaca Queen Pass.

During the meeting we developed an information panel on Dams and Climate Change with the help of Gustavo Castro of Other Worlds / Chiapas and the report on the meeting of the COP15 in Copenhagen and the challenges we as a movement toward the COP16 in Cancun, Mexico . To do this we helped Alejandro Villamar of the Mexican Network of People Affected by Mining (REMA). Among the conclusions that sore is that you can not separate the issue of dams and climate change. Therefore, progress in this meeting was the consciousness that must MAPDER COP16 presence of Cancún and get ready for it. Another of the entries was excellent exposure Front Workers of Energy (FTE) who described the energy situation in the country, the national energy matrix, the trends and challenges climate change.

the participants then we distribute in four workshops. One was on legal strategies in the struggle against dams and for this organization supported the COA and the Center for Human Rights Nu'u Kandii Ji. The other workshop was about the experience of MAB in Brazil and a video projection result of the visit of a delegation of MAPDER the MAB in 2008. For this helped us HIC-Al. The third workshop was on Dams and the fourth workshop on water management alternatives and energy, both workshops coordinated by Other Worlds / Chiapas. And of course, could not miss visiting the place where we intended to bring the curtain of the dam Paso de Reina, where we reflect group and where we reiterate our commitment to fight against the dam and in defense of a beautiful river and a people united by the defense of their land, their territory, their culture and life.

Another important element in the meeting was the breadth of partnerships. Researchers, international solidarity, young students, sociologists, among others joined the fight against dams. In addition, to applause it was agreed to make more alliances with other sectors, which is the Red Mangrove.

With the support of IMDEC and Other Worlds / Chiapas move into one of the challenges of MAPDER for this year: the preparation of the III International Meeting Against Dams which will take place from 1 to 7 October 2010 in the community Temacapulín, Jalisco, where he intends to build the dam Zapotillo. Tables of reflection on what would be the objectives and themes of encentro, how we organize to support commissions and participation of the meeting were some of the objectives we achieved in the MAPDER VII.

Apart from the joy, harmony, dance and sharing of life was important to note the presence of women in the fight antirepresas as a fundamental pillar of the resistance. Also took up the position of the coup in Honduras and the tragedy of Haiti.

Finally, prepare the actions that are in every state on March 14, International Day of Mobilization Against Dams. Including paint, demonstrations, press releases, advertisements for radios, seminars, forums, workshops, making blankets, campaigns, stickers, buttons, audiovisual diffusion, among others.

The following is the statement:

DECLARACON OF PASSAGE

REYNA "CELEBRATION Vistoria FACE AND AGAINST THE THIRD INTERNATIONAL DAMS "

The Seventh Meeting of the Movement of People Affected by Dams and Dams in Mexico and in Defense of Rivers (MAPDER) community was held in Paso de la Reyna, Jamiltepec Municipality, Oaxaca, on 5.6 and February 7, 2010, to reiterate our opposition to the construction of dams in Mexico.

The meeting celebrated the temporary suspension of the construction of dams and Parota Archdeacon, but that does not mean stop fighting for the definitive cancellation of other projects.

affirm that the construction of dams is synonymous with historical and systematic plundering of natural resources, traditions and forms of life of indigenous, peasant and indigenous peoples in the country. Social and environmental impacts are cumulative and not structural and can compensate. The development policy of neoliberal governments imposes mega claiming benefits to communities and peoples. However, the only thing we have received are damages, broken promises, deception, repression.

therefore strongly reject the construction of the project "Multi-Purpose Water Use Paso de la Reina" in Oaxaca "; The Zapotalillo" in Jalisco; The project Liquefied Natural Gas Terminal in Manzanillo, in Lake Cuyutlán Colima.

also reject the process of privatization of water, energy and land, the criminalization and harassment of social movements in defense of territory, the imposition of high rates of consumption of electricity to rural communities across the country, funding and World Bank interference promotes these models of course development.

demand the permanent cancellation of the suspended projects to date: Archdeacon and San Nicolas in Jalisco and Guerrero Parota; compensate all damage caused by the Tindal project, Cerro de Oro and Archdeacon. Immediate withdrawal of the Federal Commission of Electricity of communities who oppose their presence, as well as respect for self-determination considering the commitments made by the Mexican government through the signing of the Convention 169 of the International Labour Organization. We demand an immediate end to the criminalization of social protest and the release of imprisoned comrades in Candelaria Campeche, extinction of arrest warrants and complaints against fellow Ixtepec, Xhadani, UCIZONI, John Zamora González, Rodolfo Chavez, Hugo Moreno and Hostotipaquillo ex_regidores Township and other social activists who currently suffer state repression either persecution, imprisonment and even murder, pursuant to the Constitution of the United Mexican States and the Economic Social Cultural and Environmental, which include the use and exploitation of natural resources for the people. Also the prompt return of the jobs of fellow Mexican Union of Electricians.

call on all communities, peoples, movements and social and political organizations to join and articulated in the national agenda of fighting, and the organized to attend the Third International Conference against dams on Temacapulín, Jalisco under the theme " eyes of the world are on Temac "which will take place from 1 to October 7, 2010. And the Conference of the Parties (COP) 16 meeting on climate change, from 29 November to 10 December 2010 in Cancun, Quintana Roo.

WE CALL TO CONTINUE FIGHTING FOR FOOD SOVEREIGNTY AND POWER FROM THE PEOPLE AND FOR THE PEOPLE.
