Spain is in crisis and the English can not remain indifferent to such a serious situation and waiting for magic solutions or changes and unpredictable events. Citizens increasingly alienated from their rulers and their representatives must respond with initiatives that require the political system reform to improve democratic life, the recovery of the economy, national unity and prestige of Spain in the scene international.

The institutional and economic crisis in Spain has led to five million unemployed, a social and family drama with high impact on young people, and the deterioration of political life where limited competition and quality of many governments (and the corruption scandals) causes a growing rift between citizens and parties and political establishment.

In this situation, envision a horizon that prevents recovery and hope, have influenced the financial crisis and the obsolete English-production model focusing on real estate and service sectors, but especially the nation's poor governance, weak of the opposition and the lack of agreement between the country's first games were not up to the problems. Glaring deficiencies under which underlies the need for reform of the English political model to complete the passage of the "Transition" to "Democracy" full, once the current English political system partidocrático cutting, which served to facilitate the transition from dictatorship to a regime of democratic liberties, lacks basic democratic rules as are:

1. The separation of powers (executive, legislative and judicial ) than in Spain does not exist as such, which prevents the democratic control of governments, allowing their incompetence and facilitates impunity for corruption and abuse of power.

2. The English electoral system that includes serious flaws that prevent, by First, the fair representation of the English in Parliament for the benefit of the two major parties and regional and national minorities and, secondly, the ability of citizens to directly elect their representatives and not through lists closed-parties once our country is the only of our European environment where citizens directly elect anyone, neither the Chief State, nor the Prime Minister, or the parliament, or mayors.

To overcome these major problems and shortcomings, which are added other on the quality of leaders and institutions, we believe a strong democratic reform in Spain that includes sections as presented in this ten-point manifesto offer debate and consideration of our readers and stakeholders in the Reformation:

1 .- The Prime Minister of Spain shall be elected by universal suffrage all English for only two terms, and not through Parliament that control the party machinery. 2 .-

urgent reform "election law" to support open lists with constituencies and proportional adjustments for "remnants" of the national vote.

3 .- The management bodies of the Judiciary shall be elected by the legal bodies of the State and not by the Government and Parliament. The Constitutional Court must go to join in a special chamber of the Supreme Court.

4 .- The Parliament must ensure the right to call on all parliamentarians, and the Senate should have legislative powers.

5 .- The mayors should be elected by direct vote of all its citizens and the County should disappear.

6.-The political parties, unions and organizations that are funded by the State must be audited and credits, taxes and financing advertised.

7 .- The ministers, secretaries of state, high-level ambassadors, presidents and heads of autonomous regulatory bodies of the state must pass, in Parliament, an examination or consultation to certify their suitability for the position to which they aspire.

8 .- The University shall recover the tests and examinations to ensure the excellence of their professors, "suffer" a deep technological reform for global expansion and provide contacts and access channels to the first work of young graduates, for which be provided a sample contract "first job." 9 .-

has created a High School Administration.

10. The English language should be mandatory and unavoidable in public life and especially teaching, administration, and Justice. The State must promote the global world through the Internet, English language and culture.

Among the most visible of the reform proposed here would be:

1.-The final separation of state powers, after being elected President of the Government (Executive) by direct universal suffrage, and different polls parliament (legislature), the legitimacy of origin and functions of both branches of government are very different and frankly defined. And again on the sidelines of the third branch (the judiciary), whose management bodies are elected only by the legal bodies of the State.

2.-The election of the Prime Minister universal suffrage for a term limited to two choices cohesive nation-they can vote on all English-and ensures the presence in the presidential election of candidates of unquestionable prestige and experience, eliminating the risk of mediocrity that allows the "loophole" of the device of parties in the current system.

3.-The judiciary has been spared the intrigues and political influence and improve their independence and quality of their regulatory bodies, ensuring quality and excellence of the senior judges of the State, eliminating the intolerable competition between Supreme Court and Constitutional Court. 4.-

citizens directly elect their representatives in Parliament and they will respond personally and directly to their constituents. And Parliament will exercise its control of the executive, not as now where the executive who submits and controls the legislature and the judiciary.

5.-The direct election of governors and parliamentarians added that consideration should be made of those who aspire to be ministers and senior officials of government, improve the quality and effectiveness of leaders and representatives. Which will undoubtedly facilitate the creation of the High School of State Administration and the recovery of the prestige of the university.
